Overview
The Permanent Residence Permit (Zezwolenie na pobyt stały) is a legal status that allows you to live and work in Poland indefinitely. Unlike temporary permits that require frequent renewals, this permit is granted for an unlimited period, though the physical residence card must be replaced every 10 years.
This pathway is distinct from the "EU Long-Term Resident Permit." While the EU permit generally requires five years of residence, the Polish Permanent Residence Permit is specifically designed for individuals with Polish ancestry, holders of the Karta Polaka (Card of the Pole), or those with close family ties to Polish citizens.
Recent Legal Changes (2026)
The Polish immigration system underwent a major digital transformation in January 2026. Paper-based applications are no longer the standard; you must now use the Module for Foreigners (MOS) for all submissions.
Furthermore, while statutory deadlines for decisions were previously suspended due to regional instability, the system is currently transitioning back to standard processing. However, administrative backlogs remain significant in major hubs like Warsaw (Mazovia) and Wrocław (Lower Silesia). You should ensure your PESEL (national identification number) is active and linked to your current address, as it is now mandatory for all digital immigration interactions.
Rights as a Permanent Resident
Once granted a Permanent Residence Permit, you hold a status nearly equal to that of a Polish citizen, with a few exceptions (such as voting in national elections).
- Indefinite Residence: Your right to stay in Poland never expires. You only need to renew the physical plastic card every 10 years.
- Full Labor Market Access: You may work for any employer in Poland or start a business without needing a Work Permit or any additional authorizations.
- Schengen Travel: You can travel to other countries within the Schengen Area for tourism for up to 90 days in any 180-day period.
- Social Benefits: You have access to the same social security, healthcare, and education benefits as Polish citizens.
- Fast-Track to Citizenship:
- If you hold a permit based on a Karta Polaka, you can apply for Polish citizenship after only 1 year of continuous residence.
- For most other categories, you can typically apply for citizenship after 2 to 3 years of residence on this permit.
- Family Reunification: You have the right to sponsor immediate family members for residence permits to join you in Poland.
