Application Process
The application for a Permanent Residence Permit (Zezwolenie na pobyt stały) is a two-stage process that begins with a mandatory digital filing followed by an in-person appointment. Since January 2026, paper-based initial submissions are no longer accepted.
Step 1: Digital Submission
You must first create an account and submit your application through the official MOS (Module for Foreigners) portal. Ensure you have a PESEL (Polish identification number) as this is now mandatory for the digital system. Fill out the electronic form, upload scans of your supporting documents, and submit the application.
Step 2: In-Person Appointment
Once your digital application is registered, you must visit the Voivodeship Office (Urząd Wojewódzki) corresponding to where you live. During this visit, an official will:
- Scan your fingerprints.
- Verify your original documents against the digital copies you uploaded.
- Place a stamp in your passport confirming a pending application, which allows you to remain in Poland legally while waiting for a decision.
Step 3: Security Verification
The Voivode will contact the Border Guard, the Police, and the Internal Security Agency to verify that your stay does not pose a threat to national security. This process is internal and happens automatically.
Step 4: The Decision
You will receive a written decision (Decyzja) by mail or through the digital portal.
- If approved: You will be granted the right to reside in Poland indefinitely.
- If denied: You have 14 days from the date you received the decision to file an appeal.
Step 5: Collecting the Residence Card
After receiving a positive decision, you must pay the fee for the physical Residence Card (Karta Pobytu). This card serves as your ID and proof of your right to work and travel within the Schengen Area. While your right to stay is permanent, the physical card must be replaced every 10 years.

Does not include: Costs for sworn translations of foreign documents (typically PLN 50–150 per page), professional legal fees, or costs associated with obtaining original vital records from your home country. Note that the PLN 640 stamp duty is refundable if your application is rejected.
Processing Time
- Statutory Limit: By law, a decision should be issued within 6 months.
- Actual Wait Times: Due to administrative backlogs following the 2026 reforms, expect a processing window of 8 to 12 months. Regions like Mazovia (Warsaw) and Lower Silesia (Wrocław) typically experience the longest delays.
- Document Validity:
- Marriage Certificates: Must be issued within 3 months of the application date.
- Photographs: Must be recent (taken within the last 6 months).
- Travel Document: Must remain valid throughout the application process.
- Legal Recourse: If your case exceeds 12 months without a decision, you may file a formal reminder (Ponaglenie) or a legal complaint for "inactivity" (bezczynność) to the Administrative Court.
