Overview
The National Visa for Highly Qualified Third-Country Nationals is an expedited immigration pathway designed to attract global talent and address labor shortages in Slovakia’s high-value sectors. Governed by Government Regulation No. 521/2021 Coll., this visa serves as a "bridge" for university graduates and specialists to enter the Slovak Republic to either seek employment or begin a pre-arranged high-skilled job.
Unlike standard work permits, this pathway bypasses many of the lengthy labor market tests usually required for foreign workers. It is specifically targeted at graduates of prestigious international universities and professionals in high-demand fields like IT, healthcare, and management.
Legal Framework and Recent Changes
This pathway was launched in January 2022 and has seen significant streamlining in 2024 and 2025. Recent legislative updates have removed the requirement for a separate work permit for these visa holders; instead, your employer simply submits an "Information Card" to the Labour Office within seven days of you starting work.
While the 3,000-person quota is generally sufficient, applicants applying in November or December should be aware that the quota resets annually. If the limit is reached, applications may be paused until the new year. Furthermore, while your university may be globally recognized, certain "regulated professions" (such as medicine or law) may still require a formal process of Nostrification (official recognition of your degree) by Slovak authorities before you can practice.
Rights as a Highly Qualified National Visa Holder
- Immediate Work Rights: You have the right to work immediately for the specific employer and in the specific position (ISCO code) listed on your visa application without a separate work permit.
- Schengen Travel: You may travel freely within the Schengen Area for up to 90 days within any 180-day period for non-work purposes.
- Path to Residence: This visa is designed to lead directly to a Temporary Residence Permit (such as an EU Blue Card or a standard employment residence). You are permitted to apply for this residence status while physically present in Slovakia.
- Family Reunification: While this specific visa is for the professional, related regulations allow for concurrent national visa applications for family members, enabling you to relocate with your spouse and children.
- Access to Services: You gain access to the Slovak healthcare system (provided you have the required insurance) and other public infrastructure available to legal residents.
