Requirements
To qualify for one of the 50 annual slots, you must meet several high-level thresholds regarding your nationality, finances, and background.
- Reciprocity: Your country of origin must maintain diplomatic relations with the Philippines and must grant reciprocal permanent residency privileges to Filipino citizens. If your home country does not allow Filipinos to become permanent residents, you are ineligible for this pathway.
- Financial Capacity: You must prove you are self-sufficient and will not become a "public charge." While the law is flexible, the Bureau of Immigration (BI) generally expects proof of a significant investment in the Philippines—typically at least $50,000 USD—or a stable, high-level recurring income.
- Special Qualifications: The BI has broad discretion in awarding slots. Preference is often given to applicants who bring "special qualifications" to the country, such as high-level technical expertise, significant capital for business investment, or specialized professional skills that benefit the Philippine national interest.
- Admissibility: You must have a clean criminal record, be in good health (certified free of contagious diseases), and have no history of immigration violations or "blacklisting" in the Philippines.
