Overview
The National Residence Card (Nemzeti Tartózkodási Kártya) is Hungary’s primary pathway to permanent residency for non-EU/EEA citizens (third-country nationals). It grants you the right to live in Hungary indefinitely without the need to constantly renew temporary permits.
This pathway was established under the Act XC of 2023, which overhauled Hungary's immigration system on March 1, 2024. It is important to distinguish this from the similarly named National Card (Nemzeti Kártya); while the National Card is a specific type of work permit, the National Residence Card is a permanent settlement status. It is generally the fastest route to permanent residency, requiring only three years of residence compared to the five years required for the EU Long-Term Residence Permit.
Important Limitations
While the National Residence Card offers permanent status, it is subject to strict maintenance rules. Your card can be revoked if you are absent from Hungary for more than 6 consecutive months.
Additionally, the Hungarian authorities (OIF) have broad discretionary power to deny applications on "national security" grounds. Unlike the EU Long-Term Residence Permit, the National Residence Card is a domestic status; while it allows for travel, it does not grant you the right to move to and work in another EU member state.
Rights as a National Residence Card Holder
- Indefinite Stay: You have the right to live in Hungary permanently. The physical card is valid for 10 years and is easily renewable.
- Full Labor Market Access: You are entitled to work in any position or start a business in Hungary without requiring a separate work permit.
- Schengen Travel: You may travel to other countries within the Schengen Area visa-free for up to 90 days within any 180-day period.
- Family Reunification: You have a streamlined right to bring immediate family members to Hungary under family reunification rules.
- Social Services: You gain access to many state services and benefits on terms similar to Hungarian citizens, provided you maintain your registered address.
- Path to Citizenship: This status is a critical stepping stone toward applying for Hungarian citizenship, which typically requires 8 years of continuous residence.
