Requirements
To qualify for the PSTQ, you must be at least 18 years old and meet the specific criteria of one of the four distinct streams. French language proficiency is now a mandatory requirement for almost all applicants.
The Four Selection Streams
- High Qualification and Specialized Skills: For workers in technical or professional roles. You must demonstrate Level 7 (Advanced Intermediate) oral French on the Quebec scale and possess a diploma relevant to your occupation.
- Intermediate and Manual Skills: For trades and manual labor. You must demonstrate at least Level 5 (Intermediate) oral French and typically have several years of experience in a specific trade.
- Regulated Professions: For those in fields like nursing or engineering. You must show you have taken formal steps toward obtaining a license from the relevant Quebec professional order.
- Exceptional Talents: A niche stream for individuals with international recognition or unique expertise that significantly impacts Quebec’s economy or culture.
Selection Factors
Candidates are ranked in the Arrima pool based on a points grid. While the specific thresholds change, your score is determined by:
- Language: French is the most heavily weighted factor. English skills provide secondary points.
- Age: Younger applicants (typically 18–35) receive higher points.
- Education: Points are awarded based on the level and field of your diploma.
- Work Experience: Recent, relevant experience is critical.
- Validated Job Offer: Having a job offer validated by the Quebec Ministry (MIFI) significantly boosts your profile and often guarantees an invitation.
- Spouse’s Profile: If applying with a partner, their education and French skills also contribute to your total score.
Conditions & Warnings
French proficiency is a mandatory 'knock-out' criterion for almost all candidates under the new PSTQ rules.
Intake caps of 10,400 applications for 2024–2026 may cause windows to close abruptly if annual targets are reached early.
Profiles submitted under the old PRTQ before November 29, 2024, must be updated to be considered under the new PSTQ scoring model.

Fees
Principal applicant fee only. Excludes spouse ($201), children ($201), and federal PR fees (approx. $1,525).
