Overview
Vietnamese naturalization is the legal process by which a foreign national or stateless person voluntarily acquires Vietnamese citizenship. Governed by the Amended Law on Vietnamese Nationality (Law No. 79/2025/QH15), which took effect on July 1, 2025, this pathway has been significantly modernized to favor those with family ties to Vietnam or those who contribute to the nation's development.
While Vietnam traditionally adheres to a "single nationality" principle, the 2025 reforms have expanded the "special cases" where you may be permitted to retain your original passport while becoming a Vietnamese citizen. This process is distinct from "re-acquisition," which is reserved specifically for former Vietnamese citizens looking to restore their lost status.
Important Limitations
The Permanent Residence Hurdle
The most significant barrier to naturalization is the requirement for a Permanent Residence Card (PRC). Even if you are married to a Vietnamese citizen and exempt from the 5-year residency duration, you generally still need to hold a PRC to apply for citizenship. Obtaining a PRC is a separate, rigorous process that usually requires several years of living in Vietnam on temporary permits first.
Discretionary Approval
Naturalization in Vietnam is not an automatic right; it is a discretionary grant. Every application is reviewed at the provincial level, then by the Ministry of Justice, the Prime Minister, and finally the President, who signs the official order. Even if you meet all technical requirements, the State reserves the right to deny applications based on national security or interest.
Rights as a Vietnamese Citizen
- Unrestricted Residency: The right to live and work anywhere in Vietnam indefinitely without needing visas, work permits, or residence cards.
- Property Ownership: Full rights to own land and real estate under the same terms as native-born citizens, avoiding the restrictions placed on foreign buyers.
- Passport and Travel: Eligibility for a Vietnamese passport, providing visa-free access to ASEAN member states and other countries with bilateral agreements.
- Political Participation: The right to vote in national and local elections and the right to run for public office (though dual citizens may face restrictions for certain sensitive government roles).
- Social Services: Full access to the national healthcare system, public education, and social security benefits.
- Family Reunification: The ability to sponsor foreign family members for Vietnamese residency or citizenship under preferential terms.
