Application Process
The process for obtaining Portuguese citizenship through Sephardic Jewish ancestry has changed significantly. It is no longer a remote application process; you must now establish a physical and legal life in Portugal before you can apply. The process is handled by the Conservatória dos Registos Centrais (Central Registry Office) in Lisbon.
Step 1: Obtain Your Community Certificate
Before applying to the government, you must receive a certificate from one of the recognized Jewish communities in Portugal: the Jewish Community of Lisbon (CIL) or the Jewish Community of Porto (CIP). You must submit a detailed genealogical dossier including family trees, records of Sephardic rites, or evidence of the use of Ladino (a Judeo-Spanish language) in your family history.
- Note: DNA tests are generally not accepted as primary evidence; you must provide documentary proof of lineage.
Step 2: Establish Legal Residency
You must move to Portugal and live there legally for at least 3 years. To do this, you must first obtain a valid residency visa, such as a D7 Visa (for passive income), a Digital Nomad Visa, or a Golden Visa. Once you arrive, you must obtain your residency permit from the Portuguese authorities and maintain it for the full three-year duration.
Step 3: Submit the Nationality Application
Once you have completed your 3 years of legal residence and have your community certificate in hand, you can submit your application for naturalization. You can do this in person at a Balcão da Nacionalidade (Nationality Desk) or via mail to the Conservatória dos Registos Centrais.
Step 4: Government Evaluation
Your application will be sent to a specialized government evaluation commission. This commission will verify your "effective connection" to Portugal. Unlike the previous laws, the government now has the discretionary power to review the merits of your connection beyond just your ancestry.
Step 5: Final Approval and Registration
If the Ministry of Justice approves your application, they will issue a Portuguese birth certificate. With this document, you can apply for your Cartão de Cidadão (Citizen Card) and your Portuguese passport.

Processing Time
The timeline for this pathway is divided into the mandatory residency period and the administrative processing period.
- Residency Requirement: 3 years of legal residence in Portugal must be completed before you are eligible to file the application.
- Community Certification: 3 to 6 months to review your genealogical evidence.
- Government Processing: 24 to 36 months after the application is submitted.
- Document Validity: Most foreign documents (like criminal records and birth certificates) must be issued within 6 months of your application date to be considered valid by the Conservatória.
Total estimated time from moving to Portugal to receiving citizenship: 5 to 6 years.
