- Specialized Expertise: You must possess advanced qualifications or "rare talent" in fields identified as priorities by the Nigerian government.
- Skills Gap Alignment: Your expertise must address a specific gap in the Nigerian labor market. This is verified through a mandatory assessment by the Industrial Training Fund (ITF).
- Professional Standing: You must have a clean criminal record and be able to provide a police clearance certificate from your current country of residence.
- Sponsorship or Endorsement: While this is a permanent residence category, you typically require a Nigerian employer or a relevant government body to endorse your "highly skilled" status to the immigration authorities.
- Age and Health: You must meet standard health requirements and be of legal working age.
Conditions & Warnings
Applicants must obtain a mandatory Letter of Recommendation from the Nigerian Industrial Training Fund (ITF) Skills Gap Assessment before applying.
The entry visa is only valid for 90 days; you must 'regularize' your status at an NIS office in Nigeria upon arrival to obtain the 5-year biometric CERPAC card.
Visa fees are highly reciprocal; US citizens and certain other nationalities may face significantly higher government fees than the standard rates.
