Overview
The Benin Afro-Descendant Recognition Citizenship is a historic legal pathway designed specifically for the global African diaspora. Established by Law No. 2024-31, Benin is the first African nation to offer a formal "nationality by recognition" status to individuals who can prove their ancestors were victims of the transatlantic slave trade.
This pathway is not a standard naturalization process; it is a restorative legal framework. It allows you to reclaim your ancestral connection to the African continent by obtaining Beninese nationality, initially through a three-year eligibility period and culminating in full citizenship upon visiting the country.
Legal Framework and Limitations
The process is divided into two distinct phases: Recognition and Identification.
- The Certificate of Eligibility: Upon approval of your digital application via the MyAfroOrigins portal, you are issued a Certificate of Eligibility for Beninese Nationality by Recognition. This document is valid for 3 years. It is a "bridge" document that allows you to enter and stay in Benin to finalize your status.
- The Identification Requirement: To become a full citizen, you must travel to Benin within those three years. You must appear in person before the Ministry of Justice to complete identification formalities and be entered into the National Register of Natural Persons.
- Final Decree: Citizenship is only finalized once a decree is issued by the Council of Ministers following your in-person identification.
- Revocation: The Beninese state reserves the right to revoke this nationality if it is discovered that it was obtained through fraud or if the holder engages in acts contrary to the interests of the state.
Rights as a Beninese Citizen (by Recognition)
Once you have completed the process and received your final nationality certificate, you hold the following rights:
- Right of Abode: You have the permanent right to live, work, and own property in Benin without requiring a visa or residence permit.
- Regional Mobility: As a Beninese citizen, you are entitled to a Beninese passport, granting you visa-free travel and the right to work within all ECOWAS member states.
- Family Reunification: You have the right to transmit Beninese nationality to your minor children.
- Consular Protection: You are entitled to the protection of the Beninese government when traveling abroad.
- Political Rights: Upon finalization of citizenship and registration, you may acquire full political rights, including the right to vote in Beninese elections.
- Access to Services: Full access to Beninese public services, including healthcare and education systems, on the same basis as any other citizen.
